ECAP III Kicked-off in Viet Nam   |  

During the mission, the Team had meetings with stakeholders from relevant agencies, such as National Office of Intellectual Property (NOIP), Copyright Office, Plant Variety Protection Office, Market Control Department, Investigation and Enforcement Department, Institute for Judicial Science, Inspectorate of the Ministry of Science and Technology, Economic Police Bureau, Viet Nam Intellectual Property Research Institute and universities to discuss and exchange information of IP activities conducted by these agencies and their demands for technical assistance in the field of intellectual property. Many proposals and cooperation activities with the aim at improving the agencies’ capacity and the IP system of Viet Nam were noted by the ECAP III’s Team.

Meeting with the Team, NOIP’s Director General Tran Viet Hung updated them on progress made by NOIP and the IP system over the past years. Both sides also exchanged views of directions and priorities of Viet Nam in the coming years in the field of intellectual property. Mr. Stephane Passeri – the ECAP III’s Project Director expressed his willing to support Viet Nam in the implementation of its strategic objectives as well as in the development of the National Strategy on Intellectual Property.

Briefing of ECAP III

ECAP III is a regional project on IP funded by the European Union for the whole ASEAN, with the total budget of € 5.1 million and implementation period of 4 years. The overall objective of the Project is to further integrate ASEAN countries into the global economy and world trading system to promote economic growth and reduce poverty in the region.

Activities under ECAP III centers on (i) capacity building and regional cooperation for enforcement and regulation; (ii) improving the legal context and administration of IPRs in ASEAN; (iii) using IP as a tool for economic development and integration in ASEAN; (iv) structured expansion of IP education, training and research institutions and programmes within a common ASEAN-wide regional network; and (v) enhanced capacity of ASEAN Secretariat to support, monitor and co-ordinate regional policies and work streams on IP including support to ASEAN institution building.
